Create an OUI database in order to decode OUIs and display manufacturer information.
If the dataset is too large selectively cull OUIs to reduce size.
Depending on size constraints this may end up being ESP32S3 only, or may have a reduced OUI database on other devices and a complete one only on ESP32S3
