release 8.1.0 has some unexpected replacements and misses update of version in spec file

unexpected replace:
- * Copyright (c) 2013-2015 IP2Location.com. support at ip2location dot com
+ * Copyright (c) 2013-2020 IP2Location.com. support at ip2handleration dot com
also the version in the spec file was not updated, potentially this job should be also executed by configure somehow before commit/release
