Handle noise assignments

DBCV is capable of handling noise assignments. This needs to be implemented.

Hi. I got your code. However, it does not consider noise, thus the result is very strange. Also, there is a lot of duplicate calculations.
I have made a more efficient version of the code, that considers outliers targeted as -1. Would you like to collaborate?
