Describe the bug
Phased releases are unimplemented, but the docs don't indicate that

To Reproduce
Steps to reproduce the behavior:

  1. Set enablePhasedRelease: true in configuration
  2. Run cider release
  3. Observe the phased release not being created

Expected behavior
I expect the phased release feature to function unless indicated otherwise.

Environment (please complete the following information):

  • OS: macOS
  • Go version 1.15.2
  • Package Version v0.0.3-dev
