Add WinRT Package Information Service (retrieve version and all other information from package manifest)

I think this should be an all encompassing service that includes the ApplicationManifest.Current information. In SL8.1 apps, the version (for example), comes from the appxmanifest, not the WMAppManifest.

The SL implementation would need to have its own internal version check to ensure which package it's reading from.

I don't see this happening anytime soon, so I'm closing this ticket for now.
