Upgrade allowed with insufficient items

When you go to upgrade armor and you don't have enough of an item, it would be nice to get an alert and your items aren't consumed.

This is actually an intentional decision so that if you had enough resources to upgrade (despite not putting them in the tracker) you can still mark that you upgraded.
