NASAMs engaging very rarely.

I haven't been able to pin down if this is an issue with the server or it being CTLD NASAMs batteries that have the issue. On a server I play on, NASAMs seems pretty much useless and will not defend themselves or nearby units from missiles and only very rarely engage aircraft that are well within their engagement range. I've placed down maybe 10 batteries since I've noticed the issue and think I've seen one successful launch since that time, most of the time the Gepards and Rolands nearby will be trying their hardest to intercept while a KH-25 comes in and destroys a HAWK radar or etc while the NASAMs launchers just silently tracks physically with the launchers but never fires. It seems to perform as expected in the editor.
