Install on Windows 11 fails

Installing v12.1.2.0 on windows 11 virtual desktop fails with following error :
Service 'SQL Server VSS Writer' (SQLWriter) could not be installed. Verify that you have sufficient privileges to install system services."
The SQL Server VSS Writer windows service gets created but fails to start.

I fixed this by downloading 2015-2022 C++ Redistributables
