Implementing this strategy poses significant challenges, including the risk of a vicious death spiral by depleting the STX treasury. Given these dangers, I view this approach as too risky and advise against it.

Allow the market to naturally adjust and narrow the NYC/MIA premium against their treasuries as liquidity flows to Stacks, decentralization of CCs increases and regulatory or city involvement becomes clearer.
