Document VZ read replica access steps or merge with Moped docs

When we issue or update access details for team members, we have to make some updates in the database and AWS security groups. We have this documented for Moped, but the VZ setup has changed some with the introduction of Aurora Postgres. There are also some traces of the old DB infrastructure which can be confusing.

We could copy/paste the Moped docs or just merge them since they are very similar. I couldn't find anything for VZ when I looked in Gitbook but I could be overlooking it.

@johnclary i tagged this one with Moped and VZ. Not urgent but I ran into this when updating Arkadeep's IP so he could continue his work from a different location this week.
