Define SD23 metric on services online

We have to give OPM a definition of an SD23 metric ODD has been named as responsible for:
Number of services provided online... or something of that sort.
To do
- Set up a meeting to plan this work -- with Marni, @danielhonker, Sarah Rodriguez.
Issues to decide in the planning meeting:
- What are all the boxes we need to fill in for OPM?
- What existing data can we pull from?
- Who will work on this?
Questions to answer as part of the project:
- What is the definition of a service? Leverage service access definition here
- How might we define what a service being "online" means? Just online? Accessible/WCAG? Usable? Translated? Might be a rating scale here...
- We proposed to measure this once per year, but how might we update this metric more frequently? How might we measure it as part of Austin.gov roadmap?
