Buddhist rulers have Absolute Cognatic by default, but can't normally enact it

Rulers who have religion with feminist = yes start with Absolute Cognatic law even if they don't meet the requirements of Absolute Cognatic law and can't normally enact it. Buddhist rulers are the most noticeable example.
Absolute Cognatic law is selected as default because of the lines 732-735 in common/laws/gender_laws.txt:
