I'd like to propose (re)booting the roadmap and this ideas tracker. I'd be happy to act as curator along with e.g. @pdelboca
Some ideas:
- Replacing https://ckan.org/developers/roadmap/ with a project board here
- Reintroducing the idea of "CKAN enhancement proposals" (CEPs) which we trialled back in the day. - see #83 and some of the pull requests https://github.com/ckan/ideas-and-roadmap/pulls

FIXED. Discussed at last Thursday's tech team meeting and AGREED to move forward on this and folks are happy for me to take responsibility. Key points:
- Our approach e.g. using a board here etc will complement rather than replace using PRs in main ckan repo (as @wardi is using for some things)
- Roadmap will be more of a vision or what's coming up than a commitment to ship those things

Re-opening to allow for fact there are some initial steps to implement this now e.g. setting up the project board.
