[ANGULAR] Align the release process to the changes in ckeditor5-dev

Provide a description of the task

In ckeditor/ckeditor5#13950, we are working on new release tools for the CKEditor 5 project.

It would be good to update the tooling in the package to re-use these tools too.

Scope

• The Angular release process does not use our tooling. It glues utils into an executable script.
• We need to understand what it does.
• Then, we can decide if we want to unify it with our new tooling.
