Make "Tools" dropdown stay expanded

Is there a way the "Tools" dropdown could be made to stay permanently dropped down? The extra effort to mouse over it, wait for it to drop, then click a link adds up when adding/editing many pages in a row.

I understand that this could be annoying whenever you need to edit a lot of pages. I will take a look to see if I can add a checkbox to the toolset so that to make it sticky across pages (it would involve to save this information in the session).
