win10 build problem

I have installed vs2019,and set environment.but when run build.sh. have a error: command 'cl.exe' failed: No such file or directory. Besides, it have same error when I build other programs. Have any one know the solution?

Your compiling env may not be ready. Besides, refer #12 (comment)
