Add note about user commenting with Clef-only enabled

In the words of a user,
When someone totally overrides the system, they should plan to install something like Disqus or WPMU's Comments Plus so that the site doesn't require a smartphone app in order to process rudimentary interactions. Discovering the hard way that nobody can leave a comment without first installing Clef is the type of experience likely to enrage site admins.
