Destroy failing in automated test for gitops modules

I have several gitops modules where the deploy
action is passing tests, but destroy
is failing. Most of the destroy
is fine, but it fails when deleting the git repo (gitea). I've tried using back-level versions of the cli-tools
container image, gitops provider, and gitops
and gitops-bootstrap
modules, but nothing seems to have fixed the issue.
When it fails, the git repo is deleted successfully, but the provider/igc
cli returns the following error message:

It almost looks like the provider is trying to apply changes to the repo after it has been deleted.
