Remove the `mjd` package

MJD (Modified Julian Date) timestamps were required in an earlier version of IETF-Roughtime, but as of draft-ietf-ntp-roughtime-08 a plain Unix timestamp is used instead. As a result, we can safely remove the mjd package.

We should probably hold off on removing this until the IETF draft is closer to WGLC: #41 (review)
