To reproduce, go to https://developers.cloudflare.com/workers/about/limits/ and click any of the links, like https://developers.cloudflare.com/workers/about/limits/#script-size.

This is also true for https://developers.cloudflare.com/workers/quickstart

It looks like on both pages the anchor IDs don't exist in the DOM.
