The bbl state resource should do a better job of cleaning up after itself on `bbl down`

right now it leaves empty, 32B tarballs in its assigned bucket that can make it hard to find which environment names are currently active.

We have created an issue in Pivotal Tracker to manage this:

It also doesn't delete your state tarballs when you do command: leftovers, which leads to a whole bunch of unexpected behavior (I think it'll hang on the next bbl up while trying to dial through the wrong jumpbox)
