Description
In the setup wizard when creating the CLP admin account, you can select the timezone, right after installation. However, when I check the Panel settings after the setup wizard, the time zone is not applied correctly.
How to reproduce
- Install CLP on a new server
- select a timezone other than UTC in the setup wizard
- Go to settings -> timzone is still UTC (after setting a different timezone in the setup wizard)

It's not a bug. It's the user timezone, not the server timezone.
You see the selected timezone in the user settings.
