Provide SSL security Policy

When creating an elastic beanstalk environment from afresh, you now need to provide an SSLSecurity Policy if you use HTTP/s.

Which has been reported as an issue on the upstream project: cloudposse/terraform-aws-elastic-beanstalk-environment#81
