Describe the resource.
Currently if there is a disabled api it returns as a diagnostic.
Disabled API is a best practice in GCP of apis that are not used or shouldn't be used.
Use Case
Disabled apis shouldn't be treated as warnings and moreover we should create a table with disabled apis as customers aksed for it specifcally.
