As an end-user I want 2 baselines I can use for either public or private projects so I can check the best practices for each case as applicable so I always have the best appropriate security measures.
Acceptance Criteria
- 2 Baselines: Open Source and Private, private should be the default
- Check settings:
- Project visibility
- Repository visibility
- Badge access
- Other as applicable, please research
