Remove copyright from Config.cmake.in and similar template files

Some template files such as Config.cmake.in are used to generate a project-specific CMake module for installation with the project that uses BASIS. The CMake code can further be included in custom user code. It should therefore not contain some copyright notice relating it to CMake BASIS.
