jQuery3 with migrate plugin: drop-down menus won't go away

If jQuery 3 with the migrate plugin is loaded, the drop-down menus of the toolbar persist after triggering the action or clicking elsewhere. The error console shows something like:

Uncaught TypeError: Cannot read property 'length' of undefined
