Output preferred Windows SDK version

These should be tied to the PHP version, so builds always use the same Windows SDK version, if they supply that version to the ilammy/msvc-dev-cmd action as sdk parameter.

This GH action is superseded by https://github.com/php/setup-php-sdk. Please report any issues there.
