vs16 toolset not properly detected for Visual Studio 2022

When Visual Studio 2022 is installed (windows-2022 or windows-latest), the vs16 is not correctly determined; instead of 14.29, some newer toolset is chosen, and that causes PHP to reject the extension DLL.
