Console input area size changing is distracting

The console input area expands and shrinks depending on the space required. It would be good if the user could specify a minimum amount of space that would always be present.

I've replaced the JetBrains console with a copy that I've extensively modified. Most importantly, it uses a splitter pane rather than the dynamic resizing that it used to use that drove me and other users crazy. This is still fairly experimental but initial impressions are great. Closed by d4c3ab8.
