Student PR Submission Trigger Action to Record Grade

Consider creating a pull request close event triggered action to automatically register student's submission by Andrew ID to a spreadsheet or some place of records. We could also take it further to auto-close student pull requests, but then the TAs wouldn't have fun reading them.
