Resurface program statistics

We've had a request to make the program statistics more visible (and up to date).
- Move https://github.com/cncf/mentoring/blob/main/programs/program-statistics.md back into the root and link to it in the main README.
- Add program statistics updates to our admin guide in end of semester activities

I see a few options:
- Reference the stats on the front page (like @Riaankl's suggestion above).
- Bring the most recent set of stats back onto the front page (this may be long and break the flow of the front page), link out to a full set of stats.
- Bring all the stats back like we had before our reorg.
I'm a fan of option 2, but am happy for other suggestions/PRs to see how best to manage this.

The current form is buried and not useful... we should be surfacing the
program impact on the main page/README
