Describe the bug

i-Code should not ask for INQUIRE if the file is new (status = 'new').

To reproduce

open(22, file='toto', form='unformatted', status='new', access='sequential')

Expected behavior
i-Code should not ask for INQUIRE if the file is new (status = 'new').
