Poll should be made in 1 fell swoop

Otherwise people can just keep adding new poll options even after the poll has been long made

This can be dealt with later though. For now I want to focus on quickly setting up the UI/UX

I'm having a lot of trouble making specifically just a Poll API that handles the creation of answers too. Probably because I don't fully understand higherkinded types and doobie yet (though doobie was working really well for creating separate entities that can reference each other).
