Add a file named ISSUE_TEMPLATE.md which includes general information and guidelines for issue reporter, you can see ISSUE_TEMPLATE.md of coalafor reference.

@viragumathe5 Sure please go ahead, you can ask maintainers to assign it to you. Also make sure to get the details of the task first

Actually I tried on gitter and asked some of the old experienced contributors for the same but they all were like just ask assignee to start work and coz mainteners are busy and corobo is not working so I should I start working directly ??
