Change GSoC application template year to be dynamic

https://github.com/coala/projects/blob/master/_faq/application-template.md currently contains '2018' , which is now out of date.

It appears in the FAQ at https://projects.coala.io/#/faq

To help prepare for GSoC 2019, the year should be dynamic , always showing the current year.
