finish norms document

The 2019 Transparency Report had a very good idea that was never realized:
The community needs more specifically articulated and codified values. In addition to the Code of Conduct, this would provide a lens through which the community understands and models acceptable behavior.
A "values.md" document, something constructive and idealistic, would be a welcome addition to this repository though it also would require gathering quite a bit of community input.
Oh wow how did I not know about this? We already have a norms document. But it has a "Big TBD" on it and definitely needs more work.
There is relevant conversation/history under #66 for this issue. In terms of a starting point, we have a few great resources:
- the "how to code4lib" discussion
- the discussion notes from the "how to code4lib" breakout session
- WriteTheDocs community principles in their CoC
- WriteTheDocs Slack guidelines
I'll add more examples here as they come to my attention. I think the "how to Code4Lib' documents are a wonderful starting point and the norms document could borrow from them heavily.
