Move anchor id's for in-page links to better align window on jump.

On individual brigade pages, clicking the Events button moves the window to the top of the first event, obscuring the section heading. Moving the id="events" to the containing div produces a less-disorienting experience. Same issues/solutions apply to Stories and Open Issues buttons.
