Use Github pages or ReadTheDocs to host documentation.

The documentation is currently outdated on the Github pages site. https://codeforboston.github.io/safe-water/ Is there a way to continually update this, or does it need to be done manually each time the documentation is updated? It would be nice to utilize this going forward.
