Change "City Managers Office" label to "MAPS 3"

Received the following message from Doug Dowler:

In the City Manager's Office, the MAPS 3 funds are on one line in the expense detail for $305,645,025. I think we should look at a name change for that so it's clear it's MAPS 3. What soupy think about simply calling it MAPS 3?
