Find a source of open data relating to the City of San Jose and document it

Locate a city partner or city data source and document it. Relevant information includes how often the data is updated, if ever, whether an API key is required, if the data needs to be downloaded and re-hosted or can be queried directly from the data source, etc.

@kennyspade - where do you think should these data sources be documented? In an expanded version of the above table, or elsewhere?
