Bring Open 311 to San Jose - issue tagging mobile app

If you see Graffiti in San Jose, there is an Android and iOS app "San Jose Clean" which you can use to take a photo, submit the location, and get somebody to come out and clean it.

What if this software, or related pieces of software, was used to capture and report other problems around San Jose? Potholes - broken sidewalks, issues with trash dumped everywhere. Used for VTA maintenance and bus stops?

Is there an open source version out there? Can we help make the city more efficient?

If you look at the "Contact" section of the app, you'll see a lot of these other issues listed -- with nothing but a phone # to call. So absence of email contacts for other departments would be a problem trying to expand the scope of this tool (or a hypothetical F/OSS version).

There are Repos for this issue. Repos without readmes sure. But we're working on this in an official capacity so i'm closing the issue.
