Workflows for manipulating ArgoCD applications

As a user, I would like to be able to run my ArgoCD app commands easily from Argo Workflows. Items such as argocd app sync to sync an app or argocd app actions run ${APP} resume --kind Rollout to move a rollout forward would be useful utilities to have, especially if I am not using auto-sync
