Adding Free PO editor as a tool for localization

Hello,

I created this Free editor for PO files and thought you might want to mention it in i18n/l10n section.

thanks, but this doesnt seem to be a php library, which is what we are highlighting.

I meant as a tool for editing PO files, like you mentioned POedit, but is completely free.
