Bump the major version to 4

Plexus Archiver 3.7.0 introduced new methods to interfaces. As those are backward incompatible changes bump the major version to reflect that.

And while we are it maybe we should remove setUseJvmChmod and isUseJvmChmod as those are just ignored. What do you think?

Looks like setUseJvmChmod is still used by the assembly plugin so I'll left it for now.
