Version the shared library libgalera_smm.so

Currently in Galera 3 (WSREP API 25) and Galera 4 (WSREP API 26) the SOVER is the same. Ideally in the world of shared libraries when there is a significant new version is should have a so version and it would get bumped.

Not a big priority, as Galera 3 and Galera 4 are seldom installed on the same system at the same time and Galera is their only consumer at the moment, but filed an issue anyway.
