FR: fc_limit is not showing actual size

fc_limit is changed dynamic by galera cluster according to the number of joined nodes and influenced by fc_master_slave. So we never really know the actual real fc_limit value. This is non optimal for monitoring.
So please eigther change fc_limit or provide a global status like wsrep_actual_fc_limit or similar.
