Form item dropdown switches order when form is made default

Description

When user makes a form default, the first two items in the three-dot menu get switched. In the three-dot menu for the search item, the menu item "Make Default Form" is at the top. Once you select it, and click the three-dot menu again, the "Clear Default Form" is now second in the list.

Step to reproduce

1. Click three-dot menu for search or result form
2. Notice that "Make Default Form" is first
3. Select "Make Default Form"
4. Click the three-dot menu again
5. Notice that "Clear Default Form" is second, not first
