Add a --help option for the samlconf script

Description
Currently, the only way to see the option for the samlconf script is to see the README.
To make it is easier, we need to add a --help option that displays the options.
Steps to Reproduce
./samlconf --help
Expected behavior:
Should print the help menu.
Actual behavior:
Just runs the samlconf tests.
Occurs how often:
Every time
