[Initial Base] for REST API (http-svc)

The initial http-svc needs to be completed for settlements-bc:

The functionality should include:

Complete all the necessary endpoints for;

• createTransfer - POST /settlement/transfer
• settlementMatrixFor(from: Date, to: Date, settlementModel? SettlementModel) - POST /settlement/matrix
